Atlante of Rome CapitalUrban transformation requires, first and foremost, structured knowledge tools. Without a solid, integrated, and continuously updated information base, urban planning, asset enhancement, and investment decisions remain fragmented and difficult to govern.

It is within this context that the Atlante of Rome Capital fits in, the information system for the census and enhancement of public real estate assets developed by IdeaRE – Idea Real Estate S.p.A. The platform integrates the various municipal databases into a single digital environment, enabling simple, transparent, and reliable access to asset information and providing concrete support to urban governance. Atlante functions as an enabling infrastructure for more efficient and coordinated management of public assets, fostering interoperability, administrative simplification, and higher quality public decision making.

The Green Homes Directive and the Accrual reform move in the same direction. Without a solid digital foundation, regulatory obligations remain theoretical. Knowledge instead becomes an operational prerequisite. On this basis, Public Private Partnerships can truly function, transforming public assets from cost centers into drivers of sustainable economic and social development.

Italian and European experiences confirm this approach. From infrastructure projects developed through project financing, to energy efficiency programs based on ESCO models, and to cities that have integrated data, planning, and finance into a unified long term vision. Smart cities do not emerge from technology alone, but from governance models grounded in reliable data and structured collaboration between the public and private sectors.

In this context, public real estate assets are not merely a collection of buildings, but an economic, social, and environmental lever. Digitalization is not a technological goal in itself, but a strategic choice.
Because only what is known can be transformed and made sustainable over time.
